Six Barr works — this included, and all troubling — are listed at hathitrust. His The King of Thomond : A Story of Yesterday (1907) is not among them, but is available via archive.org (LC copy). See brief description (and author’s bio) at entry for Barr, Martin W. in The Encyclopedia of Science Fiction, John Clute, David Langford, Peter Nicholls and Graham Sleight, eds., London: Gollancz, updated 18 November 2019. (accessed 10 December 2021)

Barr was superindendent of the Pennsylvania Training School for Feeble-Minded Children at Elwyn (Pennsylvania), psychiatrist, eugenicist, proponent (and practitioner, evidently) of sterilization of “mental defectives,” and author.
